Office of the Chief Operating Officer: Vice president for legal affairs appointed

Dear UT Health San Antonio faculty and staff:

I am pleased to announce that after a competitive national search, Hailey Mullican has been selected as the new vice president for legal affairs. She will officially start in the role March 15.

Hailey joined UT Health San Antonio’s Office of Legal Affairs in 2009 as a health care attorney providing advice, counsel and representation in a variety of legal and transactional matters related to health law, employment and higher education. In this role, she was instrumental in developing, implementing and executing a legal framework for creation of the inaugural medical school at UT Rio Grande Valley, including the establishment of major affiliation and operating agreements with regional health care partners to establish new graduate medical education programs. She was also a key contributor to the establishment of the institution’s accountable care organization.

In 2018, she was promoted to managing health care legal counsel, managing a diverse team of attorneys and staff. Hailey navigated unprecedented legal challenges created during the COVID-19 pandemic, ensuring UT Health San Antonio remained in compliance with federal and state requirements. She has effectively coordinated between the general law team, the Office of General Counsel, and the Attorney General’s Office to defend UT Health San Antonio in litigation, achieve settlement, dismissal and wins while effectively managing outside counsel cost. Hailey has established herself as a trusted adviser on a wide variety of subjects related to health law, employment and higher education. I know she will flourish as a leader in this new role.

Hailey is a San Antonio native, born and raised. She received her law degree from St. Mary’s University and holds a bachelor’s degree in political science from Abilene Christian University. She is married to David, a family medicine doctor and graduate from UT Health San Antonio’s Long School of Medicine. They have three sons: Henry (12), Charlie (10) and Grey (8), all of whom are being trained to dominate the neighborhood basketball court.

Hailey is taking over the reins from Jack Park, who will retire effective Aug. 31 after 52 years of dedicated service to UT Health San Antonio. Details will be forthcoming on a celebration of gratitude thanking Jack for his overwhelming contributions to the success of our organization.
