Francisco G. Cigarroa, MD, senior executive vice president for health affairs and health system at The University of Texas at San Antonio, has been named the 2026 International Citizen of the Year by the World Affairs Council of San Antonio.

Cigarroa was honored during the organization’s annual awards banquet held March 26 at the Tobin Center for the Performing Arts. The recognition is presented to individuals who have demonstrated exceptional leadership and commitment to cultivating international understanding and engagement.
As a strategic leader for UT Health San Antonio, the university’s academic health center, Cigarroa oversees its education, research and clinical missions, as well as patient care delivery through its health system. His work is concentrated on expanding access to care, advancing biomedical research and strengthening partnerships that extend beyond regional and national boundaries.
Cigarroa said the honor highlights the importance of connecting local impact with global perspective.
“It is a profound honor to receive this recognition,” he said. “Improving health and advancing knowledge are endeavors that transcend borders. At UT San Antonio, we are committed to preparing the next generation of health professionals and researchers to serve our community and contribute meaningfully to the health and well-being of people around the world.”
The World Affairs Council of San Antonio, a nonpartisan nonprofit founded in 1982, works to promote public understanding of global issues and U.S. foreign policy. Through programming and community engagement, the organization aims to cultivate informed global citizens across San Antonio and South Texas.
